1. The Department for the Organization of Administrative and Financial Management is responsible for:
1) Drawing up the plan for the development and management of human resources;
2) Carrying out studies and setting up programs for the performance management of the Cultural Affairs Bureau, including implementing measures for the standardization of administrative and Organizational procedures;
3) Conducting studies and drawing up plans for the asset management of the Cultural Affairs Bureau facilities and equipment;
4) Coordinating the management of the financial, asset and human resources of the Cultural Affairs Bureau;
5) Provide support to the various affiliated units, dependent agencies and committees under the Cultural Affairs Bureau’s supervision;
6) Optimizing the operational procedures of the Cultural Affairs Bureau through the use of computer equipment and technologies.
2. The Department for the Organization of Administrative and Financial Management comprises the Division of Organization and Information Technology, the Division of Finance and Assets and the Division of Human Resources and Administration.

Division of Organization and Information Technology
The Division of Organization and Information Technology is responsible for:
1) Supporting and monitoring the implementation of the administrative reform measures of the Cultural Affairs Bureau and carrying out periodic assessments;
2) Carrying out regular assessment, reviewing and quality improvements of the services provided to the public;
3) Promoting the simplification and standardization of administrative procedures, in order to improve the operations, the internal management and the service provision model of the Cultural Affairs Bureau, and assessing the respective results;
4) Promoting and carrying out studies on the adequacy of resources and Organizational techniques to the specific requirements of the Cultural Affairs Bureau, as well as implementing their computerization;
5) Developing, managing and maintaining, in regular operation and safety conditions, the computer system of the Cultural Affairs Bureau, as well as providing support to users;
6) Ensuring the safety and confidentiality of information stored in computers and databases, whose management is under its supervision;
7) Coordinating the drafting of the annual activity plan of the Cultural Affairs Bureau and the respective implementation report;
8) Drafting documents, in a regular and systematic fashion, pertaining to the monitoring of the work carried out by the Cultural Affairs Bureau, as well as other management indicators;
9) Designing IT systems that are suitable to the specific needs of the Cultural Affairs Bureau.
Division of Finance and Assets
The Division of Finance and Assets is responsible for:
1) Ensuring the financial management of the Cultural Affairs Bureau;
2) Ensuring the supply and administration of materials;
3) Ensuring the implementation of the financial management of committees supported by the Cultural Affairs Bureau;
4) Ensuring the management of assets as well as the conservation, safety and maintenance of the facilities, car park, equipment and communication systems of the Cultural Affairs Bureau;
5) Preparing the annual budget proposal, ensuring the implementation of the latter, and preparing the liability accounts of the Cultural Affairs Bureau;
6) Collect and handle the relevant revenues and fines as stipulated by law, and send them to the Financial Services Bureau, as well as conduct the corresponding accounting and treasury operations.
Division of Human Resources and Administration
The Division of Human Resources and Administration is responsible for:
1) Planning the human resources of the Cultural Affairs Bureau;
2) Collaborating in the development of requirement plans and human resource training plans, coordinating the implementation of the latter and assessing the results;
3) Ensuring that technical and administrative support is provided to the committees under the supervision of the Cultural Affairs Bureau, as stipulated by law;
4) Ensuring that the general office operations and the filing system of the Cultural Affairs Bureau are in order.
