A graduate from the Department of Music at Soochow University in Taiwan and the Conservatoire de Fresnes in France, Chang has served as the conductor of Fine Art Orchestra, New Taipei Municipal Hsin Tien Senior High School Music Class Orchestra and Shih Chien University Wind Ensemble.

Chang, dedicated to music education, is currently a music teacher and an orchestra conductor at a number of elementary and secondary schools, including Bihua Elementary Schoo at Sanchong District in New Taipei City, New Taipei Municipal Hsin Tien Senior High School, Cheng Kung Junior High School Keelung Youth Orchestra, Beixin Elementary School String Orchestra and Tamkang University String. His students have achieved outstanding results in music competitions.
