Liao is a lecturer at the Piano Department of Xinghai Conservatory of Music. He graduated from the Piano Department of Central Conservatory of Music, studying under Zhou Guangren. A holder of Yamaha Electone Performance and Fundamentals Grade 3 Certificate, he is currently a director of several professional music societies and a judge of their examinations and assessment committees. A music educator for more than 20 years, he has enthusiastically involved himself in music popularisation and various examination and assessment activities, cultivating a great number of musical talents. His teaching has been recognised by several Outstanding Teacher Awards.

He has also actively taken part in various performances, including performing in the United States with a chamber ensemble composed of lecturers from Xinghai Conservatory of Music, and touring as a member of Amber Trio and the piano duo Taurus. In recent years, he has assisted piano educator Zhou Guangren to compile and publish the book Piano Basic Finger Exercises.
