Born in Hong Kong, Leung graduated from The Hong Kong Academy for Performing Arts with distinction, studying Chinese percussion under Yim Hok Man and Western percussion under Lung Heung-wing. From 2000 to 2003, he toured with the Academy as a soloist to France, Germany, the United Kingdom, Belgium, the Netherlands, Austria, Denmark and Southeast Asia. He has also performed with Hong Kong local groups and has been invited to perform as a percussion soloist.

In 2007, he formed the Refiner Drums and serves as the Director. The group has won awards and prizes in the Hong Kong Synergy 24 Drum Competition under his supervision. Currently, he is a freelance musician of Hong Kong Chinese Orchestra and Hong Kong Sinfonietta, the Principal Percussion of Hong Kong Music Lover Chinese Orchestra, and a drum teacher at several secondary and primary schools in Hong Kong.
