Cooperation Agreement Between
The Institute for Tropical Scientific Investigation
(hereinafter referred to as ITSI)
herein represented by its President,
and
The Macau Cultural Institute
(hereinafter referred to as MCI)
herein represented by the President of its Managing Committee

Whereas it is found that closer scientific, technical and cultural cooperation will be highly beneficial and it is necessary to implement the true spirit of the Sino-Portuguese Joint Declaration which gives Macau a major role as a centre of Portuguese culture in the Asia-Pacific Region as well as a centre of Chinese culture in a Portuguese environment, the objectives of which shall be the organization of cultural,educational, scientific and technological events together with the preservation of the Macau cultural heritage, it is hereby agreed: -

1. The cooperation between ITSI and MCI shall focus on History, Written Documentation Restoration, Cultural and Investigation Anthropology, Scientific Development and Demonstration, and any other field likely to be of mutual interest.

2. The ITSI and MCI agree upon the following means of cooperation:

2.1 Technical-scientific interchange between archives and libraries.

2.2 Interchange of investigators and technicians regarding the organization of intensive courses, seminars, conferences and studies.

2.3 Supply of document inventories and catalogues.

2.4 Microfilming and exchange of documents likely to be of interest to both parties.

2.5 Systematic exchange of scientific publications and bibliographies.

2.6 Joint preparation of publications.

2.7 Exchange of information about documents and bibliographic material likely to be of interest to both parties.

3. The ITSI and MCI agree to organize common programmes relying either on their own structure or with the help of third parties, and the said programmes shall state the following:-

3.1 Scope of objectives to be met.

3.2 Budget and splitting of costs.

3.3 Planning of each event in the programmes.

4. The ITSI and MCI shall keep each other informed of the steps undertaken as per no.1 above.

5. The ITSI and MCI shall exchange their inventories and catalogues of the archives concerning the Portuguese presence in the East as well as supplying each other the documents missing in each stock by means of copying or microfilming.

6. The ITSI shall help the MCI in the setting up of a Data Base on historical documents concerning the Portuguese presence in the East.

7. The ITSI shall help the MCI in the establishment of a Museum of items referring to the Portuguese presence in the East as well as those items which might be of interest to Macau.

8. The ITSI shall help the MCI in the establishment of a Document Restoration Workshop namely through training courses.

9. The ITSI and MCI shall help each other in regular and joint organization of events concerning Scientific Investigation, Experimental and Demonstration Development as well as releasing the relevant findings.

10. Both parties shall provide the other party's technicians and investigators with an efficient and fast medical scheme either in the Territory or abroad.

11. Every year by 31st of December, both Institutes shall inform each other of the common programmes and relevant costs for the forthcoming year.

12. Costs arising from this Agreement shall be borne by the beneficiary or shared when events are of common interest. In the latter case the percentage assessment shall be done beforehand and jointly by the ITSI and MCI as set out in 3.3 above.

13. In order to be enforced both in Portugal and Macau, this Agreement shall be approved both by the Portuguese Education Minister and the Governor of Macau, after which approval the Agreement shall be published in both the Portuguese Government Gazette and the Macau Official Gazette.

14. The contents of this Agreement may be amended upon written agreement of both parties, without prejudice to the provisions set out in 13 above.

15. This Agreement was made in two originals and shall be enforced upon publication both in the Portuguese Government Gazette and Macau Official Gazette pursuant to no.13 above and shall be valid for two years which shall be automatically extended for equal periods of time if no party gives to the other written notice of its intention to cancel or make amendments to the said Agreement at least one hundred and twenty days prior to the scheduled date of termination.
