Built in 1951, the building was initially used as offices for various government departments, including the Finance Department, the Civil Affairs Department, the Economic Department, the Note Bureau and the Court of First Instance, hence the name "Government Offices Building". The three-storey building is an eclectic style. The three-storeyed stone steps in front of the entrance and the four sturdy Ionic columns on either side of the building symbolize the authority of the government.
The old court building now has a temporary exhibition and performance space. The ground floor is an exhibition hall where exhibitions and various arts and cultural activities can be held. The Black Box Theatre, located on the first floor, is designed for small-scale theatre and dance performances, with flexible seating and stage areas to suit the creators' ideas.
